Both are better.

Tailwind CSS is the latest and provides extra feature compare to bootstrap.

Bootstrap can be the best option if you’re not a designer and just want to create a user interface that’s quick and simple for people to use. However, Tailwind CSS is a superior option if you want total creative control and the simplicity of making unique styles and components.
